Dodgy At Best
A number of years ago, this complex was at least passable because the rent was somewhat reasonable for what you get, which is very little to begin with. The entire complex shares several washer and dryers in a dingy basement and your water bill uses a very janky system of billing you for the average cost of the entire complex divided by the number of units. This means if you're a big family, you'll probably benefit in the upper end of usage. But if you're an individual, you're going to get... slapped pretty good.
The kitchen is extremely basic and the building itself is extremely dated. They've put some effort into the stairs/decks outside to get to 2nd floor units, as well as replacing flooring inside the units.
Outside of the property and the units themselves, the atmosphere and vibe is a bit sketchy. People aren't very respectful, leaving trash all over or animal waste. This is also the kind of place that'll be frequented by local police from time to time.
If you have other options for where to live, I'd pursue those. If you don't, and if I'm being honest, you'll probably fit right in.
