Cheap is as cheap does
As a military family we've lived in a lot of places all over the country: this is by far the worst we've had. We don't care anymore how much money we're saving, because this place isn't worth the extra funds in the bank.
The neighbors are rude: loud parties, loud music (like our ceiling vibrates at 9pm-on-a-weekday-loud), smoking directly outside people's windows, not maintaining their own unit's issues so it affects those below or next door, etc.
The area is unsafe for kids: drug deals,... creeps following kids around, strangers looking in bottom floor windows, etc.
The units are falling apart: cabinetry sags and pieces randomly break off even with gentle use, most of the blinds don't work correctly, simple vacuuming pulls up the edges of carpeting, most appliances are only half working, and there is something seriously wrong with the plumbing - the water comes out of the faucet musty/sulphury.
Lastly, the management has some ethics issues. I've seen management actively looking into occupied units' windows, including my own. We even approached the manager about what she did and she replied, "Next time tell me when it happens." We've seen management climb into people's patio spaces and look around at their things. Maintenance issues take multiple requests to be addressed and most of the time only surface level repair is done.
It's a cheap place, and it's run cheaply.
