Rules not enforced

Description says manager on site, but should say manager rarely there. Volleyball court? Basketball court, nope just a hoop. Dog pick up bags are supposed to be provided, but they never are. Non residents park in resident parking and it is allowed, so residents have to park elsewhere. Noise rules are not enforced. Working on vehicles, in the open, not allowed, but several people do. One person has an auto repair business in the driveway. Drug activity, including sales, is allowed to... continue. Apartments are not sound proof at all.
