Know your rights & keep meticulous records
Only rent here if you are very familiar with tenant rights & meticulous about paperwork.
On move out, they sent me a final bill for $100+. After requesting an itemized statement, I discovered they owed me $1400+. Although I informed them multiple times their accounting was wrong, they did not address my concerns until I told them I would take them to small claims. Then they admitted they owed me money, but they did not send me a check for another four weeks & only after I told them again that I... would take them to small claims.
On move in, I was told I had to list them as additional insured on my insurance, which they cannot require under ORS 90.222. I had to explicitly bring up listing them as an interested party before they admitted that was an option. Again -- know your rights & options under the law.
When I renewed my lease, they stated the smoke detectors were inspected on a specific date, but they were not. I did not sign that page, and they filed the lease with just their signature and the false inspection date. Smoke detectors were never actually inspected before or after my lease was renewed.
Other paperwork issues: pet rent was screwed up initially, insurance and lease renewal dates were entered incorrectly, and more. Office staff was always polite & paperwork issues were fixed, but I've never spent so much time correcting paperwork errors or asserting my legal rights as a tenant as I did with this complex.
Every other apartment I've lived in offered a complimentary carpet cleaning on lease renewal, but they did not.
As others have said: very thin walls, windows are always moldy. Heating bills were ridiculously high. All the issues you'd expect from an older/poorly insulated buildings. Areas without carpet (e.g. bathroom, kitchen) were especially prone to carrying sound from one apartment to the next.
Their maintenance guys were good. Minor issues were repaired in a timely manner. The one emergency I had (on a holiday, of course) got an immediate response.
I only renewed my lease because I was house hunting and did not want to move twice in a short period. I would have moved when the lease expired otherwise. I've rented apartments for most of the last twenty years and this is one of only two complexes that I would not rent from again or recommend to others.
