The Housing Authority of the City of El Paso, Texas (HACEP) is proud to provide affordable housing to farm labor families through the 50-unit Tio Cooper Apartment built in 2003 in partnership... with the United States Department of Agricultural (USDA) Rural Development. The Tio Cooper Apartment provide farm labor families with safe, decent, and affordable housing.

La Autoridad de Vivienda de la ciudad de El Paso, Texas (HACEP) se enorgullece en ofrecer viviendas asequibles a familias campesinas de trabajo a través de los apartamentos Herb “Tio” Cooper. In order to qualify, applicants must be a domestic farm laborer or retired or disabled domestic arm laborer.

This includes any (and the family of such person) who receives a substantial portion of his or her income from the primary production, handling or processing of agricultural or aquacultural commodities without respect to the source of employment, except that such person shall be a U. S. citizen or person legally admitted for permanent residence.
