Internet not allowed and constant Cable TV issues

The apartment owners will not allow internet in the building and the cable TV wiring is so old there are constant issues with the Dish Network. The owners will not pay to have it upgraded so it doesnt work properly. Dish network and Etex have both submitted recommendations for either an upgrade or let each unit have it's own satellite but the owners will not do anything about it.
