Great value and well-designed units
I have been living in this apartment complex for two years. It underwent major renovations the first year I was here, and those changes priced out a lot of the old tenants. Still, there are many people here who have been in the apartment complex longer and everyone I've interacted with are friendly and polite. Pacifica is foggy in the summer, but has been unusually clear the rest of the year since we moved, and we have fantastic views of the Bay. It is wonderful driving down the hill to get to... the ocean, and getting to go to the ocean (and sometimes see whales) in order to visit the post office, grocery shop, go to Walgreens, etc. is great. The apartments have a great design with built-in washer/dryer, large bedrooms, and large open living room, dining space, and kitchen. There are only 4 units per building, so you only have adjoining walls on two sides. That means it is generally quiet. They will raise the rent each year, and it has gone up about $150 each time, but that may taper as housing slows down in the bay area. In terms of negatives, some people do not clean up after their dogs in the grassy/bbq areas, and parking for guests is usually down the street since there are no guest parking spaces anymore. Heating can be expensive because the apartment's design includes huge open windows. I don't mind the cost, because most of the year those windows afford me a great view, and we always get so much natural light.
If you don't like fog, you shouldn't look in Pacifica. That includes making sure you don't let mildew grow in the apartment, a warning every apartment complex in Pacifica will give you (and which requires very basic common sense like leaving the fan on when you shower, closing the windows when it's foggy, etc.).
