Apts nice, Bldg Mngr Great, Owners lacking
The apartments are very spacious w/high ceilings & the finishes are of very good quality especially at the price point when I was there. There are only about 15 apts per floor & so it's a nice quiet community, with one very large (albeit in the past) exception. I felt that amenities were a bit lacking (for the area & similar quality apts). Tom, the building manager, was great & excellent at his job. He was quick to reply to you & fix any issues, including working around your schedule. Even... having left as a very unhappy resident, I have nothing but nice things to say about Tom.
However, the owners of North River are another story. They started demolition on the property across the street (to develop more apts) w/no notice whatsoever to tenants, who neither understood what kind of work was being done when it started nor had any idea how long it would go on for (which likely resulted in a lot of tenants resigning leases as they didn't realize the scope of situation). This work ended up violating the tenant's "right to quiet enjoyment" & the owners simply did not care & took no ownership of the situation. They never acknowledged that they were responsible for the property, never provided tenants a timeline so they knew what to expect (certainly to avoid having more tenants move out than actually did) & ignored complaints, which shows the complete lack of respect & consideration for their tenants. They also tied the hands of their building manager who had no power to effect change as a result. Demo work began at the end of 2016, ramped up in early 2017 & (to give some idea of the extent of the disruption) the apts ultimately built there weren't finished until 2019. During the demolition (which included breaking up hard materials w/ a large machine for months on end, often going on all day long), work regularly began before 7am & continued into the evening when it was light out (outside of local permitted working hours). Salem bldg dept acknowledged this in writing, but never resolved the situation, which is certainly "curious". It was insufferably loud & even w/an in-room a/c running (provided by management) next to the window in the bedroom, work across the street could be clearly heard & would often wake us & keep us up. It also made working from home nearly impossible.
Yes, work has been completed, however I mention all of us to give some insight into the building owners, who ultimately oversee & have final say over all building management.
