Refused to verify my Employment

I have excellent rental history and have NO ISSUES in my background. Everything checked out BUT my employer has a process for confirming employment that requires you to go through an automated system. Irma the owner decided it was too much trouble and has since quite answering my calls. So she took my money and didn't complete the process that I PAID HER for. I should contact the Department for Housing and Urban Development since she did take payment for a service she didn't follow through on... but I'll just make note here. Oh and if you work for a reputable company that doesn't allow their supervisors to comment on employees then you can forget rent from her either.
