Do not move here if you have a car.

SteelHead Management is well aware of the parking issues and has taken zero steps towards a solution. They changed the parking policy mid-lease, despite that our SIGNED agreement includes FREE parking. The parking was free when we signed the lease, now it is between $60-$75 to have an unmarked, not guaranteed spot (they literally told us parking was included in the rent and then demanded that everyone turn in their original parking passes and pay monthly for the new passes otherwise they'd be... towed). Management has had a waitlist of over 100 residents waiting for parking passes since November 2020, all the while they're giving out passes to new residents who have not been on the waitlist and still telling them that there are no parking problems here. They are constantly contradicting one another in the leasing office. SteelHead is sloppy and disorganized with their responses to residents. They stated that they could change whatever they wanted per the lease when asked about the legality of the changes made. The parking issue has gotten so bad that they have to host a "town hall" with a SteelHead rep to do damage control with residents. There is no nearby parking as this is a highly commercialized area despite what they told us and continue to tell prospective residents. You WILL get towed if you park in any of the nearby lots and there is no alternative solution. They claim that they are working to find a new parking location, but have failed to deliver that promise for over a year now despite telling us that it was "days" away. They condescend to residents when they are challenged as this apartment complex has residents that are mostly 30 years old and under so they have consistently talked down to us and tried to de-escalate without actually addressing any issues. I would rate them a zero if I could.

Great apartment, disappointing management

I was one of the first residents moving into this building, while it was still under construction, in June of 2020. I love my apartment and was very pleased for a time. When I was researching complexes in the Scott's Addition area The Scout was a big winner for me because it was listed to have free parking that was "plentiful" with some optional pay to park spaces and beautiful amenities all in walking distance to lots of great places that I enjoy in Richmond.

moved in because I was ok not having a promised parking space. However, as the building got closer to full occupancy, I have been more or less forced into paying for parking due to my unusual work schedule in order to protect my safety.

When the amenities finally opened in Mid July 2020 they were wonderfully maintained and always available for use. Since the pool has reopened this summer it is constantly dirty. The rooftop deck and pool deck have already warped and become unsafe, even after replacing several areas.

I still love my unit, but I am overall disappointed in the facilities available to me and how management has chosen to handle them.

No Parking Available

Parking is listed on their website and this website as something they offer. Property manager informed me that contrary to these marketing claims they do not guarantee parking. You will be forced to walk down a dark back alley while leaving your car on an unlit street.

This community should be avoided at all cost. This company does not have your best interest at hand.

DO NOT MOVE HERE IF YOU HAVE A CAR.

If you do not leave the house after 4pm on weekdays or any time at all on the weekends, the Scout is the place for you! In all honesty, this was a 5 star living situation until recently, but the parking situation has become so out of control that it is not worth living here anymore. There is no nearby street parking and the Scout's parking lot has way WAY too few spots for tenants (when we moved in we were told all residents had parking, but they may be advertising differently now that the... building is more full). Every night you have to park far away and uber home, park at the bar next door and risk getting towed, or park on boulevard (my car has been hit and run twice parking overnight) and walk home to the Scout. There are plenty of apartments in the area at a similar price point as the Scout that have access to either a parking lot or safe, nearby street parking. I would recommend avoiding this complex until they are able to get a handle on the parking situation.

Parking is a Nightmare

If you never have to drive anywhere, this complex is for you. The units are nicely sized, it’s a good location, and it’s a pretty active community. But parking is TERRIBLE. The leasing office openly admits that there aren’t enough parking spots for every resident. Every day for the past week when I’ve gotten home at 5pm, the lot has been full. If you try to park after 8pm, your best bet is risk getting towed by River City Roll, because you’re never going to find a spot here. The reserved spots... are all taken as well, so you can’t even pay a ridiculously high monthly fee to guarantee your own spot. There’s no close-by street parking, either. And there is a SINGLE guest spot for the entire complex, so don’t expect to ever have company. It’s a massive headache, and for that reason alone, I wouldn’t recommend living here.
