Make up your own mind
I'll tell you what my experience was and you can decide what you think. I lived here for a year. On the side of the building is a huge sign that says "Free Wifi". The wifi never actually got to my apartment though. Peggy said that since my apartment was on the end that might happen. This was after I was moved in and had signed the lease though. I tried working with Peggy but I had issues with reaching her. One time I tried to report a problem and I called four times, left a message each time... asking her to call her back and she didn't call me back for over a week. Another time I called her three times, left a message each time, and emailed her. Again, it took over a week to get any response. Her final solution to the internet problem was tell me she was "working on the problem." After a year the problem was still not fixed. One time, I had to go over her head to the actual property management company because it seemed she just wasn't going to call me back.
I recently moved out. While we got our security deposit back very quickly, we realized we forgot to replace the drip pans. I had talked to Peggy and asked her to call me when she was going to do the walk through so I could be there and fix any little problems like this. She didn't do it and they charged $60 for drip pans that I could've bought two blocks away for $15. I called Peggy about this and left a message asking if she could explain how drip plans cost $60. It's been over a week and my call has not been returned.
I realize I've mainly just talked about dealing with the on-site person. The apartments themselves are pretty bland. White walls, white carpet, appliances that need to be replaced, and the hallways in our building always seemed to smell bad. The air-conditioner (in the living room) isn't really powerful enough to cool the bedroom. You'll also be swarmed by wasps when you take your garbage out.
